The college was founded by Reverend Dr. James Blair in the year 1693 and situated in the home town of Williamsburg and in the state of Virginia on a suburban setting. He named the college in honor of King William III and Queen Mary II who were the reigning monarchs. It was initially established as an Anglican institution with the governors expected to be members of the then Church of England.
Currently William & Mary is the leading institution of higher learning in the academic sphere of United States. The institution is the second largest after Harvard University in America; however, it is regarded as a forward-looking university in terms of research. The college is renowned as a vibrant, engaged and innovative public institution. The college total enrollment is approximately 5,900 undergraduates. The college makes use of an academic calendar which is semester-based. In the year 2011, the college of William & Mary was ranked 31 in the Best Colleges edition (Godson, 1993).
The college participates in sports as well as getting involved in other fraternities including Phi Beta Kappa and sororities on campus. Mission of the School

Organizational and institutional constraints
Since the year 2008, the state funding allocated to the college of William and Mary has been on a decline. The decline was witnessed as a result of the recession hit that lead to significant cuts and the expiry of the state stimulus funds in relation to higher education. The decline impacted negatively on the operating budget of the institution, hence, limiting the learning process and the ability of a considerable of researchers to carry out their research activities of the university. In addition, the decline funding has lead to an increase in the tuition fee of the institution, reducing the number of students who can access education. This calls for the civic leads focus on re-investment in higher education, since; educated citizens contribute to a state civic, economic and cultural development. The university is well-known for the existing disparity between quality and resources. The college is ranked 85 in resource wise. But, the institution has been in the limelight for its quality and productive achievements (Kirue, 2010).
The college has been registering an increase in the enrolment of both male and female students, with the female counterparts taking a higher representation of those being enrolled. This has resulted in an increase in the class size hence affecting the course quality. Among the four year, level of study as the class size increase a decrease in class averages is witnessed. There is a reduced interaction between instructors and student, therefore, lowering the quality of education.
The college of William & Mary have great emphasis of the role that leadership play as a cornerstone component in a learning institution that is whole rounded. The campus has put in place approximately four hundred organizations and clubs which every will and potential student can be an active member, hence, assuming the leadership position. In addition, the teaching staff gives six separate programs that can equip the learners with leadership knowledge and skills, come across new people and acquire life-long strategies that lead to success in life. The presence of diverse and a wide range of programs create an environment where the learners can gain substantial experiences and array of needs. The college through the office of students is equipped with sufficient resources that are necessary in the provision of quality leadership programs.
Organizational and administrative models
The college of William & Mary has put in place two models that are used in dealing with challenges that result due to the emergence and development of information technology. The college has embarked in the reorganization of its human and physical resources so as to be in line with the organizational mission. The organizational structure of the college depicts an “objective structure.” The structure of William & Mary College is three fold with the different segments representing the elite status, that is, as indexed by selectivity, institutionalized role, that is, as indexed by a high degree awarded, and resource dependence, that is, state or private. The college being selective is differentiated from other colleges due to their high tuition. The decision making process of the college is depicted by the organizational chart as a top-down approach (Thompson, 2005).
The achievement of the college mission of excellence in teaching can only be made possible through reorganization of its systems so as to provide all encompassing solutions to the existing challenges. The college will have to generate their own resources so as to improve the level and quality of education they offer. The college by virtue of being a public research university should not solely rely on government funding for their survival, rather, they should seek funding from philanthropic institutions and sponsors. The created resources can be utilized in financing quality research activities within the college that are aimed at improving the community (Adams, 2004).
The organizational structure should be reorganized so as to incorporate emerging aspects such as information technology. The development in IT will ensure that the existing technological infrastructures within the institution are upgrade, and their utilization optimized. These will align the campus functions with the achievement of the laid down mission of increasing knowledge. Decentralization of responsibilities as depicted by the organizational chart is essential in ensuring that professionalism is upheld. These will result in strengthened teacher-student relationships due to the effectiveness of the mentoring process. Experts are involved in the mentoring process of the learners and guided fully on ways they can pursue so as to come up with research topics that suit their interest and within their scope.
Finally, William & Mary College is determined and committed in creating a whole round environment for research and created a quality list of its graduates. The graduates go through an improved mentoring process and attend class sizes that are average, hence, improved quality of education.
